Big city traffic is pretty bad. Slow traffic through a crowded street is quite common. To curb the excessive speed, there's speed bump. Sometimes, one is not enough. At one point an additional few smaller bumps just before the big one was deemed necessary. As the icing on top, let's add obstacles on both sides of the street, so motorcycles can't cheat their way through.
